Short answer

The civic integration exam (inburgeringsexamen) tests your Dutch and your knowledge of Dutch society. Non-EU migrants with a civic integration duty, such as family migrants, have 3 years to finish. Your level depends on when the duty started. Before 1 January 2022 (2013 Act) it is A2. From that date (2021 Act) the default is B1, which can be scaled down to A2. For naturalisation and permanent residence, the IND asks for A2 in 2026. DUO charges €50 in 2026 for each of the writing, speaking, listening, reading and KNM exams. Finish late and DUO can fine you up to €1,250 (2013 Act) or €1,000 for the learning route (2021 Act).

Key facts (2026)

  • 3 years: the deadline to finish civic integration (inburgeren.nl)
  • 1 January 2022: if your duty started before this date, the 2013 Act applies; from this date, the 2021 Act applies (Government.nl)
  • A2: the level the IND asks for naturalisation and permanent residence in 2026 (IND)
  • €50: DUO’s 2026 fee for each of the writing, speaking, listening, reading and KNM exams (inburgeren.nl)
  • 2.29%: the 2026 interest rate on a DUO integration loan, fixed for 5 years (inburgeren.nl)
  • €340: DUO’s fine in 2026 for finishing the PVT late (both Acts), and the same again for the MAP (2021 Act) (inburgeren.nl)
  • €4,080: the most you can be fined in total by the municipality and DUO under the 2021 Act, as of 2026 (Juridisch Loket)

Who has to take the civic integration exam in the Netherlands?

Under article 3 of the Wet inburgering 2021, you must integrate if you are from outside the EU, EEA and Switzerland, aged 16 or over and below state pension age, and live here for a non-temporary purpose (wetten.overheid.nl).

This is the inburgeringsplicht (civic integration duty). DUO runs it and tells you by letter whether it applies to you. Under the 2021 Act, that letter only comes once you have a BSN, a residence permit and a municipal registration, and it can take 8 weeks after that (inburgeren.nl). The duty ends at state pension age (inburgeren.nl).

Family migrants, such as partners who come through family reunification, are the main group of internationals with this duty. Article 2.2 of the Besluit inburgering 2021 treats a permit for work as a highly skilled migrant, an EU Blue Card, paid employment, self-employment or study as a temporary purpose, and the same goes for joining a family member who is here for a temporary purpose (wetten.overheid.nl). Those permits bring no duty. Government.nl also lists citizens of the EU, Liechtenstein, Norway, Iceland and Switzerland as exempt (Government.nl). Many people without a duty take the exam voluntarily later, because the IND asks for it when you apply for a passport or a permanent permit.

Two separate checks are involved, so keep them apart:

Which law

2013 Act or 2021 Act: which rules apply to you?

Government.nl says the date your duty started decides it: before 1 January 2022 the Civic Integration Act 2013 applies, and from that date the Wet inburgering 2021 applies (Government.nl).

Both give you 3 years. Under article 11 of the 2021 Act, your 3 years start on the day after the date of your personal plan (PIP), which your municipality makes with you (wetten.overheid.nl). Under the 2013 Act, the term started when you became subject to the duty (article 7b, wetten.overheid.nl).

Not sure which law applies? Your DUO letter says so, and so does your personal file on Mijn Inburgering (inburgeren.nl).

A2 or B1: which level do you need for naturalisation and permanent residence?

The IND asks for the civic integration exam at language level A2 for both naturalisation and permanent residence in 2026, even though the 2021 Act uses B1 as its default route level.

“To demonstrate this, you must pass the civic integration exam at language level A2. This is also known as the naturalisation test.”

Source: IND, Civic integration for naturalisation
  • Naturalisation: you must have passed the DUO civic integration exams at language level A2 or above (IND). DUO’s naturalisation page adds that the state exam Dutch as a second language (NT2) at B1 or B2 also counts (inburgeren.nl). A Z-route certificate on its own is not enough to naturalise.
  • Permanent residence permit: you must have passed the civic integration exam at level A2 or above, or be exempt (IND). For this permit, unlike naturalisation, the IND accepts a Z-route certificate from the 2021 Act (IND).

The government wants to raise the naturalisation level from A2 to B1. The IND’s February 2026 assessment of the nationality bill says this proposal sits in a draft Besluit naturalisatietoets (IND). On 8 October 2026, wetten.overheid.nl showed the current Besluit naturalisatietoets in force since 26 May 2022, and the IND’s naturalisation page still asked for A2. Until that changes, the IND applies A2. Check the IND page on the day you apply.

Exam parts

What does the exam include on each route?

According to DUO, the 2021 B1-route and education route both end with 4 language exams (reading, listening, writing, speaking) plus KNM, while the 2013 Act uses the same exams at A2 and adds ONA.

Sources for the 2021 routes: DUO, DUO leerroutes. For the 2013 Act: IND, inburgeren.nl.

Under the 2021 Act, your municipality decides your route after a broad intake (brede intake) that includes a learnability test. On the B1-route, the level can be scaled down to A2 once you have followed at least 600 hours of lessons (DUO). The self-reliance route (Z-route) is for people for whom the B1-route or the education route is too difficult. You learn Dutch at A1, complete the PVT and the MAP, follow at least 800 hours of language and KNM lessons, and finish with a final interview at the municipality, which then issues a certificate. Asylum migrants also do at least 800 participation hours (DUO).

Family migrants who need an MVV start before they arrive, with the Civic Integration Exam Abroad for the MVV visa. It is at level A1, covers speaking, reading and Knowledge of Dutch society, and costs €150 in total in 2026, paid to DUO (Netherlands Worldwide). Nationals of the EU and EEA, Australia, Canada, Japan, Monaco, New Zealand, the United Kingdom, the United States, South Korea, Switzerland and Vatican City are exempt from it (IND).

Costs

What does the exam cost, and how does the DUO loan work?

DUO charges €50 for each exam part in 2026, so €250 in total under the 2021 Act and €290 under the 2013 Act, which adds the €40 ONA exam (inburgeren.nl).

Asylum status holders (2021 Act): the municipality pays for your course, and your first 2 attempts at each exam are free (inburgeren.nl). This does not apply if you sit an exam below your PIP level. Extra attempts are at your own cost, and you cannot borrow for them from DUO.

Everyone else, including family migrants and voluntary integrators, pays for their own course and exams but can borrow from DUO, only for an approved school. If you are not an asylum status holder, how much you can borrow depends on your income, and DUO decides the amount (inburgeren.nl).

  • An asylum status holder under the 2013 Act can borrow up to €10,000 (2026), but DUO can no longer require asylum status holders to repay the loan (see the Raad van State point below). Under the 2021 Act, they can’t borrow from DUO, because the municipality pays (inburgeren.nl).
  • If you integrate voluntarily, the loan stops 3 years after you registered with your municipality (inburgeren.nl).
  • Under the 2013 Act, you can claim a maximum of €2,000 per quarter (2026) (DUO).
  • The loan is a debt you must repay. You start 6 months after you finish integrating, you get 10 years, and you pay interest: 2.29% for 2026, fixed for 5 years at a time (inburgeren.nl).

Deadlines and fines: what happens if you finish late?

In 2026, DUO can fine you up to €1,000 under the 2021 Act or €1,250 under the 2013 Act if you miss your 3-year deadline and have no right to an extension (inburgeren.nl).

You still have to finish after a fine. Under the 2021 Act, non-asylum integrators get a letter from DUO 2 months before the term ends. If the deadline passes, a second letter (vooraankondiging termijnoverschrijding) warns that a fine may follow and says how much it would be. Under the 2013 Act, DUO sends that advance notice after the deadline (inburgeren.nl). Article 12 of the 2021 Act and article 7b of the 2013 Act both require the term to be extended if you show the overrun is not your fault (Wi2021, Wi2013). Juridisch Loket says you can ask DUO for extra time from 2.5 years after your integration started, for example after illness or the birth of a child (Juridisch Loket).

If you get several fines, the longest term counts. A fine doesn’t end your duty: you still have to finish.

Sources: DUO, inburgeren.nl, Juridisch Loket.

Two points to know:

  • Asylum status holders (2013 and 2021 Acts): after a Raad van State ruling, DUO can’t fine them for exceeding the term and can’t demand repayment of their integration loan (inburgeren.nl).
  • Your permit. Juridisch Loket says that, under both Acts, the IND can end or refuse to extend your residence permit if you do not integrate in time, but that this almost never happens and the IND looks at your personal situation (Juridisch Loket).

If you disagree with a fine, you can object (bezwaar) within 6 weeks, the general period in article 6:7 of the Awb (wetten.overheid.nl). Under the 2021 Act, a fine from the municipality is challenged with the municipality (Juridisch Loket). If the objection is rejected, you can appeal to the court. Objecting to an IND decision works in a similar way; see our guide to an IND rejection appeal.

Exemptions

Exemptions: when don’t you have to take the exam?

Under article 4 of the Wet inburgering 2021, you are exempt from the duty if you spent at least 8 years in Dutch compulsory education, hold a designated diploma or can prove you are already sufficiently integrated (wetten.overheid.nl).

DUO and the IND check exemptions separately, and you have to prove them with documents.

For naturalisation, the IND checks whether you are exempt from the civic integration requirement or have a dispensation. Having no DUO duty does not by itself mean you meet the IND requirement, and a 2021 Act dispensation for particular individual circumstances (BIO) is not enough for naturalisation (inburgeren.nl). Check both before you apply. If the IND refuses your application, see how an objection to the IND works.

FAQ

Frequently asked questions

What is the civic integration exam in the Netherlands?

It is DUO’s exam (inburgeringsexamen) in reading, listening, writing and speaking Dutch, plus Knowledge of Dutch Society (KNM). If you have a civic integration duty, as many family migrants do, you have 3 years to finish. Under the 2021 Act, you also complete two municipal modules, the PVT and the MAP. The IND asks for the diploma, or an exemption, when you apply for naturalisation or a permanent residence permit.

Do I need A2 or B1 for Dutch citizenship in 2026?

A2. In October 2026 the IND asks you to pass the civic integration exam at language level A2 or higher, and DUO’s naturalisation page says the NT2 state exam at B1 or B2 also counts. A draft Besluit naturalisatietoets would raise the level to B1, but it is not in force. The IND applies A2 until the rules change, so check ind.nl on the day you apply.

I’m a highly skilled migrant. Do I have to integrate?

Not because of that permit. Article 2.2 of the Besluit inburgering 2021 treats work as a highly skilled migrant as a temporary purpose, so it brings no civic integration duty. You still need the civic integration diploma at A2, or an exemption, when you apply for permanent residence or naturalisation. That is why many highly skilled migrants take the exam voluntarily. DUO’s loan for voluntary integrators stops 3 years after municipal registration.

How much does the civic integration exam cost?

In 2026, DUO charges €50 for each of the writing, speaking, listening, reading and KNM exams, so €250 in total under the 2021 Act. Under the 2013 Act the ONA exam adds €40, for €290. The MAP is free. Language courses cost extra, and the price depends on the school. Under the 2021 Act, the municipality pays for asylum status holders’ courses; others pay themselves or borrow from DUO.

What happens if I don’t pass within 3 years?

If you have no right to an extension, DUO can fine you up to €1,250 under the 2013 Act, or up to €1,000 for the learning route under the 2021 Act. A late PVT costs €340 more, and under the 2021 Act so does a late MAP. A fine doesn’t end your duty: you get a new term of 6 months to 2 years. DUO cannot fine asylum status holders for exceeding the term.

Can I get more time to finish civic integration?

Yes, if the delay is not your fault. Article 12 of the 2021 Act and article 7b of the 2013 Act both require the term to be extended in that case. Juridisch Loket says you can ask DUO for extra time from 2.5 years after your integration started, for example after illness or the birth of a child. Keep proof of your bookings, course hours and exam attempts.

How do I challenge a DUO fine?

Send an objection (bezwaar) to DUO within 6 weeks, the general period in article 6:7 of the Awb. Under the 2021 Act, a fine from your municipality is challenged with the municipality in the same way. DUO then reviews its decision, and if it rejects your objection you can appeal to the court. If paying is the problem rather than the fine itself, ask DUO about a payment arrangement.
